B) As a result, many incarcerated felons have severe emotional and behavioral issues.

D) In addition, these felons are isolated in their cells for most of the day.
Recently, there has been a huge increase in inmate on inmate violence. This sort of violence has been reported all throughout the United States. Prison Wardens across the country quickly urged Congress to do something. As a result, Congress decided to pass a law which makes any act of violence in prison a felony. The exact definition of violence, as defined by Congress, is “any act of bodily harm by one inmate to another inmate.”
In the months following the passage of this new law, several changes began to emerge. First, the act of violence between inmates dropped substantially. Clearly, this drop in inmate on inmate violence was a result of the new law.
Surprisingly, other crime rates actually grew. The crimes that grew the most included drug smuggling, drug use and possession of contraband.
In the end, a couple of conclusions can be made. While the rate of crime between inmate on inmate violence had dropped, other crime rates grew. As a result, wardens from across the United States were pushing for new legislation to combat drug use, importation and contraband possession. Whether or not new legislation is going to be introduced in Congress remains to be seen.
